0ad73b982e bandwidth -> bps, and behavior change
- bps.BPS only keeps track of rates of a single rate
- bps.BPS implements io.Writer
- removed chan semantics, interact via .Add or .Write
- fleshed out docs

bb8ce3c1ea Started down a different path; using a circular buffer instead.
After talks on #go-nuts, it seems as though I should look into using something
like the following:

And this makes sense. I have trimmed out the old tests and rearranged some code
here.

c33a5561bb Evacuate data appropriately
